Ingredients

Instructions

  1. 1In a saucepan, combine the water and butter. Bring to a boil over medium heat. Once boiling, remove from heat and immediately stir in the flour until a thick paste forms. Return to low heat and stir constantly for 1 minute to cook the flour. Remove from heat and let cool slightly.
